In realtà queste parole hanno condizionato la vita di tutti gli abitanti della megalopoli di Seattle-Portland-Vancouver. Per anni, infatti, hanno dovuto adattarsi a un codice morale molto rigido e a una costante sorveglianza da parte della Delegazione, resa possibile da una sofisticata tecnologia. Poi la rivolta ha cambiato tutto. La Delegazione è stata rovesciata e sostituita da un nuovo governo.
