Darcy, a restless young artist, travels to the Soviet Union to visit his elusive half-sister, Fin. Upon his arrival in the depths of a bleak Moscow winter, Darcy is immediately embroiled in Fin's mysterious life there and also drawn to Moscow's forbidden underground, finding himself swept up in political and sexual intrigues of a nature he could never have imagined.

The president of the United States has been targeted for assassination - by his own handlers. The killing must look like the president's political opposition is responsible. Desperate to prevent the crime and the overwhelming outpouring of sympathy that will only further empower the real killers, the opposition turns to the only force that can stop it this late in the game - a mysterious hunter-killer team known as the Sleeping Dogs.

Inspired by the classic Led Zeppelin song, and the 12th Justice Security story, Black Dog takes place very soon after the events of Hell's Bells. The story opens with Jessica Queen, Percival "King Louie" Washington, and Dexter Beck dealing with recurring nightmares. The dreams are so bad that all three consult with Dr. Caleb Mitchell, the Justice Security staff psychiatrist.
