Scotch LaHague, an aide to a powerful congressman in Washington, DC, is desperate for a change. Disillusioned by the petty politics and self-serving relationships that surround him in the nation’s capital, he knows that he must make a change—before Washington changes him. When sent on an official business trip to Paris, Scotch hopes that the City of Lights will give him a reprieve from his mundane Washington existence. With plans to go cave diving in one of Florida's many natural springs, they drive to Blue Grotto State Park in the central part of the state. On a dive into a deep tunnel, things go wrong.
