James Hardy has walked away from Scotland Yard and has found love again, making a fresh start in a small seaside town. With his new career as a consultant taking off and the demons of the past behind him, Hardy's life couldn't be better. But the peace is about to be shattered. When a series of shocking murders take place in the seaside town, Hardy is contacted by local detective for advice. On a cold morning in early spring, the body of a young woman is found trapped in the ice of Dundurn Bay. The next day at dawn, a homeless man discovers an unconscious school teacher in a public park. Gagged and bound with duct tape, the man is rigged to an elaborate bomb that's been set to blow if anyone attempts to free him. Detective Superintendent MacNeice and his team are called in to investigate the two seemingly unrelated crimes, and quickly find themselves venturing into the dive bars and rooming houses of Dundurn.

A brutal murder occurs in Memphis, near Franklin City’s limits. But all is quiet in the city itself as Franklin City celebrates Independence Day, until among the festival crowd, Wendy claims she sees a man Bill Doolin’s compatriots put behind bars. A check of prison rosters shows the man remains in prison. Then, two young women are murdered in town.
