It was the end of World War II. FDR's New Deal had redefined American politics. Taxes were at an all-time high. The bombing of Hiroshima and Nagasaki had created a fear of total annihilation. The rise of secret government agencies and sanctions on business had many watching their backs. America's sense of freedom was diminishing... and many were desperate to take that freedom back.

Arthur Winter, his wife, and daughter move to Rapture with the promise of a better life, and more importantly a new start. He intends to work hard and one day be wealthy just like Ryan promises everyone who moves to Rapture. He opens a small business. For a few years things are good, almost idyllic. The good life is shattered when one day his daughter mysteriously vanishes without a trace. The police of Rapture don't seem to want to help. So Arthur sets out to find her himself.

Surfing Betelgeuse made him the galaxy's ultimate badass, but when Suave Rob Suarez gets thrown in the klink for brawling with his best bro, and forced to babysit a bevy of bratty delinquents as punishment, he figures that even badasses get the bogus end of the stick sometimes. But egregious evil never sleeps, and when his wards get hijacked by the world's most heinous underwater overlord, Suave Rob pulls out all the stops to jump bail and embark on history's most epic high-dive.
