In the early 1990s, General Gordon R. Sullivan, Army Chief of Staff, and Colonel Michael V. Harper, his key strategic planner, took the post-Cold War Army into the Information Age. Faced with a 40 percent reduction in staff and funding, they dismantled a cumbersome bureaucracy, reinvented procedures, and set the guidelines for achieving a vast array of new goals.  Since September 11, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently.
