Since September 11, 2001, armed nonstate actors have received increased attention and discussion from scholars, policymakers, and the military. Underlying debates about nonstate warfare and how it should be countered is one crucial assumption: that state and nonstate actors fight very differently.

In the early 1990s, General Gordon R. Sullivan, Army Chief of Staff, and Colonel Michael V. Harper, his key strategic planner, took the post-Cold War Army into the Information Age. Faced with a 40 percent reduction in staff and funding, they dismantled a cumbersome bureaucracy, reinvented procedures, and set the guidelines for achieving a vast array of new goals. Their approach was based on continuity and change: maintaining their focus on the Army's historic vision and values while introducing new problem-solving techniques and training methods.

World War I, also known in its time as the "Great War" or the "War to End all Wars", was an unprecedented holocaust in terms of its sheer scale. Fought by men who hailed from all corners of the globe, it saw millions of soldiers do battle in brutal assaults of attrition which dragged on for months with little to no respite.
