Are paid daycare waitlists a scam?

Many parents write into the podcast and ask if paid daycare waitlists are a scam to which I always reply “no” but to be legitimate paid daycare waitlists MUST include:

• a signed daycare enrollment agreement with a clear daycare start date.

(Because, honestly anything less is a scam).
