    Section 4: Involuntary Transfer of Power
    The Vice President and a majority of the Cabinet can declare the President unable to discharge their duties by submitting a written declaration to Congress. The Vice President immediately becomes Acting President.
    Presidential Contest: The President can resume powers by sending a written declaration that no inability exists.
    Final Determination: If the Vice President and Cabinet disagree within four days, Congress decides the issue. If Congress determines by a two-thirds vote that the President is unable to serve, the Vice President continues as Acting President.
