A major employer calls with the offer every RTO leader wants: bring their entry-level workforce training under one provider, lock in three intakes a year, and add close to a million dollars in annual revenue. The catch is the deadline. They want a yes or no in two weeks. That’s exactly how scope expansion and employer partnerships become risky, because enthusiasm races ahead of trainer capacity, compliance clearance, assessment throughput, and a real margin model.

We walk through the Growth Gate, a binding governance gate designed for RTO marketing and growth decisions under the 2025 Standards and continuous assurance. It’s five questions that must be answered before any commitment is made. We break down the thresholds and what “amber” versus “red” actually means, including trainer utilisation, a compliance clearance register that a regulator can retrieve years later, assessment turnaround modelling with the 14-day trigger, and a margin model built on completion rates rather than enrolment assumptions. We also tackle the often-missed liability of employer communications and why you need documented checks on what partners claim on your behalf.

Then we add the cross-cut that can sink otherwise “successful” growth: revenue concentration risk. If a single employer starts to represent a large share of your income, governance needs a documented ceiling, monthly monitoring, and a diversification plan before dependency becomes a crisis.
