受信機を持つ視聴者は受信契約を結ぶ義務があるとした放送法の規定は、憲法に違反しないとの判断を最高裁判所が示した。今や年間約７０００億円におよぶ受信料収入（１８年度末）を有する。受信料制度は、国家権力からも資本家からも独立した組織を維持するために、国民に負担を求める制度にほかならない。公共性は、国民の知る権利に奉仕するものなのだ。
