On December 6, 1941, Admiral Husband E. Kimmel, commander in chief of the United States Pacific Fleet, assured his staff that the Japanese would not attack Pearl Harbor. The Truth Behind Pearl Harbor

If it wasn't for how tragic it was I would call it a comedy of errors. This the story of the investigation conducted by a lawyer for the Secretary of War into the causes of the unprepared defences against the US Navy fleet and Army on Dec 7.
This book pulls no punches about how intelligence was mis handled from top to bottom of both primarily Adm. Kimmel but also Gen. Short.
How people in Washington assumed things that weren't so on the Hawaiian commands readiness. How the Navy withheld vital information gotten from the MAGIC intercepts and other needed intelligence from Gen. Short. How because of the mishandling of the fourteen part message sent from Tokyo to the Japanese ambassador to the United States resulted in the war warning sent by Gen. Marsh to Hawaii was not until after the attack was going on.
This is backed up by copies of the actual interceptions that were recorded by our codebreakers.
Well worth the read.
