Summary
Die Entstehung und Geschichte der EU sind vor allem von Integrationsfortschritten auf wirtschaftlichem Gebiet bestimmt, die auch die tragende Funktion der "ersten Säule" für die Gemeinschaft ausmachen. Die Chancen eines gemeinsamen Marktes für Wirtschaftswachstum und Wohlstandsmehrung im Durchschnitt der beteiligten Mitgliedstaaten und ihrer Bevölkerungen waren wohl bis hin zu den jüngsten EU-Erweiterungen die Hauptmotive der Beitrittsgesuche.
Von dem Vertrag von Maastricht, der EURO-Einführung und schließlich der EU-Osterweiterung 2002 werden die EU-Strukturen und ihre Außenwirkungen im Rahmen dieses zweiten EU-Dossiers auch sehr kritisch bewertet. Nach mehrfachen Erweiterungen und vor dem Beitritt weiterer kandidierender Staaten steht die Gemeinschaft zur Zeit vor einer Reihe struktureller Anpassungsprobleme, die nach dem vorläufigen Stopp des Ratifizierungsverfahrens für den Vertrag über eine Verfassung für Europa bis auf Weiteres ungelöst sind.
