Betty Mullaly-Moulton was raised in Northern Bay, Conception Bay, Newfoundland and Labrador (NL), Canada. Betty holds a Bachelor of Social Work from Memorial University of NL and a Graduate Diploma in Disaster and Emergency Management (DEM) from Royal Roads University, Victoria, British Columbia. Betty worked as a Social Worker and Social Work Manager for 25 years and a Regional Health Emergency Manager, Central Health, NL for 8 years. In 2010, Betty set up a DEM consulting company named DEM-NL Consulting. She continues to work in a part-time capacity with this company. Betty is a dedicated volunteer with the Canadian Red Cross, having over 20 years’ experience supporting this organizations disaster response and recovery efforts. Her first response was during the September 11, 2001 event that took place at the Gander International Airport. Betty has also been deployed to support other large-scale disaster/emergency events including the 2022 Wildfires, in Central NL; 2022 Hurricane Fiona, in Port Aux Basques, NL; and local house fires throughout Central, NL. Betty has resided in the Town of Gander since 1985. She is married to David, and they have two adult sons, Joshua and Jeremy.
