When the doctor discovers a gap in his memory, he uncovers what he thinks is a (possibly alien) conspiracy. Turns out, Janeway made the decision 18 months prior to erase his memories to undo a feedback loop caused by a life or death decision the doctor was forced to make. Seven doesn't think Janeway is treating the doctor fairly and makes her reconsider her decision. But what happened? And who is this mysterious ensign that we've never heard of before?

When Voyager encounters a planet made up entirely of ocean, Tom surfaces an obsession with Jules Vern and all things nautical. Janeway agrees to help the Moneans investigate why the ocean containment is failing, but turns out they don't really want to hear the truth. Tom takes drastic measures to get the aliens to listen to reason.
