    From 1885 to 1908, King Leopold II of Belgium personally ruled the Congo Free State, a vast Central African territory legally separate from Belgium. Leopold promoted the project as humanitarian, commercial, scientific, and anti-slavery. Yet the state he built claimed control over land and natural resources, imposed compulsory collection of ivory and wild rubber, and relied on the Force Publique, state agents, and concession-company sentries to enforce production.

    This episode follows the evidence connecting that system to forced labor, hostage-taking, floggings, punitive expeditions, killings, village destruction, and mutilation. It begins with a photograph made at Baringa in mid-May 1904: Nsala, a Congolese father, seated before the severed hand and foot that missionary documentation identified as the remains of his daughter, Boali.

    The case against Leopold’s regime did not rest on one photograph or one reform campaigner. George Washington Williams accused the state of grave abuses in 1890. Shipping clerk E. D. Morel traced the economic imbalance behind Congo exports. British consul Roger Casement conducted an official investigation in 1903. Even Leopold’s own Commission of Inquiry confirmed serious coercion and abuses.

    The exact demographic toll remains disputed because no reliable population census existed at the beginning of Leopold’s rule. The documented system of exploitation is not. How did a king who promised to fight slavery create a state that made human suffering profitable?
