Summary

After seeing the results of an enemy Interrogation of his partner, Agent Charles Smith decided to retire and move from his native home of London, England, to Detroit, Michigan, where an old friend helps him acquire a house. After seeing the horror of gang violence and witnessing the over-populated drug lord community Agent Smith decides to use his skills and do what the local law enforcement cannot, bring some kind of control to the chaos. Smith decides to disguise himself and travel at night searching out the scum of the city. The police are baffled because all that is ever seen from the mystery man is the tail lights of an old model black Jaguar.
