In general, it is fairly balanced as the author promises to be in the foreward. However Waxman cannot hide his pro Palestine bias in the way he describes Israel's actions. I don't think the book necessarily suffers from it though, the conflicting narratives are always presented to the reader.
The final chapters where he discusses possible solutions are now read with a sense of sadness, given recent horrifying events.
