収録作の原題は『昭和16年夏の敗戦』（1983年8月世界文化社刊、1986年8月文春文庫、2010年6月中公文庫）。日米開戦の知られざる事実を掘り起こし、「記録する意思」を貫徹した、猪瀬直樹36歳、初期の力作。

開戦直前の昭和16年夏、「内閣総力戦研究所」に軍部・官庁・民間から集められた、将来の指導者たる選りすぐりのエリート36人。平均年齢33歳の若き俊英は「模擬内閣」を組織し、シミュレーションを重ねて戦局の展開を予測する。結論は「敗戦必至」。しかし、戦端は開かれた――。埋もれていた記録と証言から明らかにされる開戦秘話。最高意思決定機関の空虚とは何か。官僚的意思決定とは。そこに成立する日本国とは。近代日本への問題意識が凝縮する一作。
