At a luxury resort on the coast of Uruguay, Jessica Petrovich and a select team of Black Flagged operatives prepare to kill Dr. Anatoly Reznikov, the elusive bioweapons scientist responsible for designing and selling a lethal virus to America's enemies. At the same time, a Mossad assassination cell moves on a Russian mafiya boss believed to have offered Reznikov's bioweapons to the Iranians.

A joint US-Russian Special Forces raid against a hidden laboratory yields an alarming discovery. Anatoly Reznikov, the deranged bioweapons scientist stolen from US custody a few years earlier, vanished minutes before the attack - taking his deadly work with him. In the United States, Beltway power brokers grapple with True America's surprise presidential win, finding the new administration to be anything but easy to work with.

Vindicta picks up where Omega ended, pitting General Sanderson's surviving Black Flagged operatives, backed by a motley collection of allies, against a monstrous plot to reshape America in the warped image of a recently elected national populist administration—True America.
