When the Tailor of Gloucester sends his cat to buy some food and a twist of silk for a waistcoat, he discovers a secret - the cat has imprisoned mice under some teacups. After the tailor releases the mice, the cat hides the twist of silk in anger. But how can the tailor finish the waistcoat now?

He sat in the window of a little shop in Westgate Street, cross legged on a table, from morning till dark. All day long while the light lasted he sewed and snippeted, piecing out his satin and pompadour and lutestring; stuffs had strange names and were very expensive in the days of the tailor of Gloucester.

Born in Bristol as World War Two came to an end, Robin Welch, allegedly the grandson of the inspiration for Beatrix Potter's 'Tailor of Gloucester', John Prichard, has had an exciting life, travelling to many parts of the world and living and working in Europe and Africa during a time of great social and technological change.

A poor tailor is too ill to finish the beautiful coat and waistcoat he has been stitching for the mayor of Gloucester to wear at his wedding on Christmas morning. He sends his cat, Simpkin, out in the snowy evening to buy some food and, most importantly, the cherry-colored silk he needs to finish his coat and waistcoat. While Simpkin is out, the tailor discovers all the mice Simpkin has hidden under the teacups and accidentally frees them all. They run out of the house, but not before they overhear him speak aloud his fears that he will not be able to complete his work.
