The true scale is almost certainly larger than official trafficking statistics indicate because these numbers largely measure victims who are actually identified by authorities rather than every person being exploited. The International Labour Organization estimates that 27.6 million people were trapped in forced labor on any given day in 2021, including millions subjected to forced commercial sexual exploitation, and that the total had increased by 2.7 million since 2016. Migrant workers face more than three times the risk of forced labor compared with non-migrant workers, while poverty, displacement, weak labor protections and the enormous profits available to traffickers continue to create conditions in which exploitation can flourish. Human trafficking has therefore not disappeared because notorious cases have been prosecuted; it remains an enormous international criminal economy that continually adapts to new technologies, migration patterns and economic vulnerabilities.
