If you build hardware, one line in an EU regulation turns your bill of materials into a market-access document: under EDIRPA, SAFE and EDIP, component cost originating outside the eligible zone may not exceed 35 percent. Most deep-tech teams cannot produce that file in a week. That is the finding underneath the European Court of Auditors' Review 01/2026.

Why this matters for deep tech: This is a market where the binding constraint is not the technology. Establishment, control, component origin and design rights decide eligibility — and for hardware-heavy companies the last two bite hardest. Design freedom is required outright under EDIP, with a carve-out for ammunition and missiles to 2033. Fixing a component-origin problem takes 12 to 18 months; it cannot be done inside a tender window.

In this episode:

  • The 35 percent component-origin ceiling — and the misreading that it caps any one supplier
  • Design authority: whether you can substitute a subsystem without another country's permission
  • The European Defence Fund and its EU Defence Innovation Scheme as the startup entry point, not SAFE
  • Quantum-Systems in Gilching as a worked example — and where the public record stops
  • Why a Swiss engineering base carries a structural disadvantage no quality advantage removes
