    Missouri voters will decide two major constitutional changes in the August 4, 2026 primary election. Amendment 4 would change the citizen initiative process by requiring a proposed constitutional amendment to receive majority support in every Missouri congressional district—not simply a statewide majority. Amendment 5 would require the phaseout of Missouri’s individual income tax while allowing lawmakers to expand sales and use taxes on goods and services.
