菅義偉首相は自民党総裁選挙前に「地銀は数が多すぎるのではないか」と発言。翌日に再編について「選択肢の１つ」と踏み込み地銀に再編を迫った。首相がここまで踏み込むのは、地銀を取り巻く環境が劇的に変化し、存在意義さえ失いかけているにもかかわらず危機意識が薄いことに、いら立っていたからだ。さらに、日銀が突然、「地域金融強化のための特別当座預金制度」を発表。長引く超低金利政策で、貸出金利は大幅に低下。地域経済の縮小も相まって本業だけでは生きていけず、今後、赤字の地銀が増えるのは必至だ。そこで、東北、北陸から北関東、東海甲信越、関西、中四国、そして九州まで、各地域の経済状況と地銀の今を徹底取材。今後どのような再編が起きうるのか、大胆に予測する。
