The last American, postapocalyptic government, Commerce City, owns 16-year-old Eric Skye, who wants nothing more than to maintain his life in slavery and to keep a watchful and protective eye on his twin sister.

The ruling dictator, Minister Taybor, obsesses over creating an international alliance to insure his own survival.
