Victorian London, the world’s first metropolis, offered brand new opportunities: You could hide in plain sight or reinvent yourself.

Murder is for hire in a street inhabited by the "semi-literate and criminal", a place regarded as the worst in London. Mary and Liza are best friends who live on the street; one on her way up, the other down.
