I just struggled get into the whole story. It really seemed to gloss over every disaster the author could cram in.

This us not a book that seems to have been planned much beyond the central plot of a burst levy. The sub-plots meander and seem to have been made up as the author went along. Other Colter Shaw books have been far more tightly plotted and engaging.
