As the holiday season approaches. FBI Special Agent in Charge, Jeannie Loomis and her team are investigating a possible robbery of a Bank of America branch in San Francisco by decorated Vietnam War veterans trained as tunnel rats.

As that investigation is developing, the Department of Homeland Security (DHS) and the National Security Agency (NSA) have found information on a thumb-drive collected during the raid on Osama bin Laden’s compound in Pakistan which issues future fatwas in the event of his death. Three teams of jihadists arrive in the United States to carry out the deceased al Qaeda leader’s orders. Loomis, racing against time, must decide what events scheduled in the San Francisco Bay Area would meet the criteria of being worthy targets. Will Loomis and her team have enough time to prevent another 9-11?
